I always liked this stage even when it was incomplete

It would be cool if Goblin somehow always stayed in the middle of the screen like whenever you move, he’s still in the middle of the battle

Sounds like a good idea. If you play with the delta x value for that sprite you can do it. I may give it a go and share it if you want it

Mugen is a way for me to remain nostalgic with all of the dream matches I cooked up as a kid. It's also what I call a "Digital Action Figure Collection."

This stage actually feels smoother thanks to this, my only suggestion would be to give it a much proper treatment with the Magic of Delta Power boiiii... well done.

Also where's the parallax on this stage? Unless you mean the fact that it has multiple layers.

Open the def file and look for this towards the bottom of the file...

[bg green goblin]
type = anim
actionno = 3
start = 0, -110
delta = .986, .986
mask = 1
sin.y = -15, 70

and change it to this....

[bg green goblin]
type = anim
actionno = 3
start = 0, -110
delta = .486,.986
mask = 1
sin.y = -15, 70

You could even lower it more but that was just my preference. Hope that helps!
