The quality loss is because of nearest neighbour method. Best option is to resize it with an image editor like photoshop, gimp, and many others that can use bicubic or bilinear method. There are even online editors that you can use in the browser itself.

is there anyway besides the image editor in fighter factory any tips? thanks.

use mugen enginner to scale the image but not using an app like photoshop.
it will appear as bigger or smaller but in disk space size remain the same. so no quailty loss
if you resize in photoshop disk space will change so quailty is lost.

what's mugen enginner? is that  a program or something cause all i see are cars in google

His english is not very good, I think he meant scaling in mugen itself.
He thinks you want to save size in disk (????) which is not what you want. Just go with what I said lol.
