Well im not a big fan of Falcon Rapper's chars but im pretty sure his chang has CVS2 sprites & its probably based off Gal129's Chang so it can be adapted,not sure about RR's alex since that uses the OG SF3 sprites with full colors

Still a WIP sheet but the CS itself is final, so palettes are welcome if you want to try your hand at some!
