This looks really fun, and good! :datass:

As for character suggestions, I would say Rose and Nash are some good picks; with Rose having FeLo's updated spriteset, and Nash counting not only with Davis' extensive color separation, but also some animations that make him closer to his SFV incarnation. :)

For a potential guest char... hmmn, let's see... maybe Ruby Heart? Since Capcom went as far as making a new character based on her on the Shadaloo profiles for SFV...! :P

Well since it's compilation, I used Jmorphman's Chun, so you can have Shadow by changing the palette!

What about Dee Jay and Retsu?

Twelve would be interesting, but the X.C.O.P.Y super would be a chore to code.

Maybe one of the Shadaloo Dolls (Decapre or Juli)?

Suggestions for guest fighters :

Haggar (He never appeared in a Street Fighter game)

Someone from Street Fighter EX (Blair, Skullomania and Kairi have the best sprites out there)

Mega Man would be nice, but his MVC moveset is quite lame IMO
