Mugen menus don't fit/zoomed in on 4:3 mode

So i got a lifebar that can only works in 4:3 mode so I changed the localcoord to 640x480 so it would fit and the lifebars look fine but the menus and select screen look like this. Anyone have a fix for this?

I set the local coords in all system.def files to 640x480 and it didn't work. Any other ideas?
