This is a great question. Many MUGEN artists dont actually know how to make proper hitboxes where their chars are mostly offensive but they don't know have to make their chars actually punishable. There's a proper method to make chars actually "hit-able" without nerfing the shit out of them. Is this what you are asking?

No, hes asking how to make it so he can hit a character obviously intended to be broken and overpowered.
