The only problem I see, is that if someone wants to buy an entire animation, there's no way to specifically know how many frames the character is going to need. I guess they would negotiate with Sean first and see how much they would owe him?

If I get an 8 frame animation approved, and then decide I need another frame somewhere for fluidity's sake, I probably wouldn't charge for it. My animations are usually somewhere between Alpha and CvS2 in fluidity, so it wouldn't be anything too ridiculous.Also, direct conversions would be pretty set. For example, if Buckus wanted his Haggar to get a direct sprite conversion with no extra frames, it would be $161 (this is minus required sprites, which I do for free as a discount for commissioning an entire character). This could also be negotiated down since a quick look at the .sff reveals a lot of sprites where things could be copied and pasted.
y'all should pool money for a character. people have made successful kickstarters for really boring shit, this is potentially awesome.

Just so you guys can see a little bit of how he would turn out, I did a first sprite for free. Based on the sprites used in Buckus' version. I resized a little bit, but I didn't mess with the feet alignment yet.Pumped up his chest a little bit, was a bit small before.
I'd rather do the pants version, honestly. Less colors to deal with and I don't have to worry about the details on the boots (although right now I'm just using the boots directly from the old sprites). I could be persuaded to do both though, I guess.
I like the pantsy one more, and I am will to pay for the complete spriteset. Anybody want to split it with me?
