Not necessarily. For all we know he could be an optional sub-boss or boss. We haven't ruled that out yet.
Just wondering, can anybody spell Xiaoyu correctly ? I've seen a lot of random articles and forum posts spell it Xiayou by now.
Jin's in about the same situation as Akuma, he's a main character, and it would be a bit strange not to have him in (but who knows what happens), So assuming he's in, if he's on the more evil-ish sorta route like in Tekken 6 then I'm not sure about who his partner would be, if it's not that version, maybe Hwoarang, since they're rivals.

Jin by the time of tekken 6, is the evil emperor one, with the control of the zaibatsu and the whole mishima company. Heihachi description doesnt really show him in control of the mishima empire, so if its that Jin, the normal partners story wise would include, Bruce( he was one of his lieutenants) , Alisa( his robot bodyguard) , Eddy( blackmailed as a sort of lieutenant) , Nina (was his personal bodyguard, but shes already in ), Asuka( his cousin, wanted to punish him for his evil ways) , Xiaoyu ( wanted to make him a good person again ) , jun ( his missing mom) , lars ( as the general of zaibatsu) , well those are the ones that "make" sense, I bet there are a ton of others that he could just hire as bodyguards.
