I found Kong's rips at IMT,but it doesn't have the effects seperated from each other. Are there other rips of Billy and Jimmy I could find or get permission from an author?

I'd suggest asking RYO2005. I'm going to be contacting him/her for permission to use Billy and Jimmy (as well as a few others) for my Rage of the Dragons 2 project. Also, if you have Fighter Factory, you should be able to get the character sprites separate from the effects, from what I've seen so far.
