How to make characters gain more bar when receiving hits?

Hey everyone, I'm new here and about 4 to 5 days old into mugen itself. My problem really is dealing with characters I already have downloaded, which to further specify is about gaining more bar when they receive attacks. I've seen some that gain it when they receive hits, but not all of them, and even at that the ones that do gain bar from it don't get much.

So I wanted to see if there was a certain command or input that I have to put in the characters CNS files or something to get it to that?

Mugen.cfg has a setting (under [rules]) called Default.GetHit.LifeToPowerMul.  I think the default setting is .7 ... at least that's what mine is?

Other than that, this is usually handled by the character doing the attack.
