Lifebar (layering?) problems

For some reason, when any of my characters jump or touch the power bar above, it blocks the power bar.
I want to put the power bar's layer in front so that doesn't happen, but I dunno how.
Any clues?

find the green bars spr/anim in the fight def
and use/change it too "layerno = 2" for both p1 codes and p2
