Someone suggested Joey the Tricky's Ranno, so I'm gonna add his Clairen to the mix (granted we're allowed more than one character per author). Rivals of Aether could always use more love.

It may be over 21 years old at this point but TESTP's Guile is still fun considering all the quirks the character has.

She has tough AI with multiple arranges. Oh and she has a very large file size. (almost same as Uzuki by Yugusic)

If you are a fan of cartoon characters, and you're just looking to have a nice and fun time fighting toony characters, here are a few I would personally recommend to anyone wanting to see more of this world:

Mulambo's Pingu

Anything made by Warner (Simpsons characters, Family guy, Donald duck): Gameplaywise, the characters may be a bit basic from modern M.U.G.E.N standards, and may come with latin-american spanish (some english voicepacks are hard to get from some characters) yet I admit they are still fun to play, have nice spritework and do a good representation of how these cartoony characters would play in a legitimate fighting game.

The none's Beavis and Butthead: Not only does this duo have fun and polished gameplay under their code, they look like they were ripped just from the cartoon

Jenngra505's Numbuh 3 and some edits he made from DDR creations characters

Anything made by Shimmering Brony (Vicky, Panty, Stocking)
