It is a rare but novel idea, but I think it can be done, and it should not be difficult.
It would be to create in the mugen a system of battles like the final fantasy vii.
I mean three-on-3 fights on the same(3 vs 3,o 3vs 1 big machine o big enemy) stage. It would simply be to make the characters not walk (they would stay the same place, as in the final fantasy vii), and create a system that each character cast magic after the other ( take turns) .So simplemnet would be to make each other throw potions of health, or energy, or blows to the enemy) .It would be very cool because I always wanted to see a final fantasy type game fighting characters from different anime, I do not know how to program and That is why I give the idea to people who want and know. If it turned out well it would surely be a great game, since seeing for example sefirof against goku (each with his magic and potions), attacking the other would be very cool in ffvii format.

Nothing about this would be easy. Everything would be custom. Override ctrl=1. Build an entire menu system. Etc...

It's as he said. This is not a trivial thing. It would require:
- Special coding for user interface, inventory management, experience point leveling, mapping MUGEN's default states to the states of Final Fantasy 7's battle system, overriding the opponents' states/AI to have them adhere to the physics of the battle engine, etc. If you wanted to make this a universal engine for every MUGEN character, it would only exponentiate the difficulty.
- Graphics for the battle HUD, fonts, hit sparks, etc.
- Final Fantasy 7 sound effects and music.
TL;DR, this is not an easy feat no matter how you slice it.

He's not asking on how to do it. He's actually giving the idea for someone else to do it

There was a Pokemon mugen game that was kind of turn based: https://mugenguild.com/forum/topics/project-catch-em-all-153640.msg2456686.html#msg2456686
it's not the exact thing, but something like that was already thought of, so it's not new.
