That's exactly it.
Ryō, when he becomes the 2nd Mr.Karate, is older than usual - see Garō Wild Ambition, first game where he appears named Mr.Karate (comes back as such in NGBC and KoFMI2).
So if Ryō is older (possibly by some 15 years), Takuma is going to be older as well. Cad was looking for a way to make it visible, and that's what he ended with.
We know that Takuma goes a bit crazy with his mask, so we figured he might want to pass on the mask to Ryō. But we know Ryō definitely doesn't - as seen from his reaction when Takuma goes "I'm not Takuma, I'm Mr.Karate !!"
