But yeah, if you need an idea, SFV Ken in neogeo spriting can be done I have a base model of Ken you can use, it's KOF based and has his spinning burning tatsumaki lvl 3 too.
You might want to fix his feet, in one or two frames they're the CvS feet, in all the other frames they're different and change lighting.
Looking good but his shoulders look like big rocks or boulders. Plus his right sleeve (artist's left) need change. It's like looking at Chun-Li's sleeves.
Same thought as Alex on the feet. You need to look at other fighters' bare feet as reference like Ryu, Ken, Ryo, and some others.

you made already 26 tekken chars which was released. it would be greater if you upgrade all of them and enlarge the roster. or.... do what you planned to do.
Ryus leg look way too short thou, he looks almost like a buff midget
I'd add more frames to that heavy Tatsumaki on Ryu. The first rotation looks fine, but the second and third one seem to be missing frames and it looks a little choppy. Adding more frames would make it look smoother. Also his standing HK could probably use an extra frame between when the kicking leg is crossed over the other one and when he starts to return it to its normal position. Maybe using something from his donkey kick?
Aside from that Ryu looks pretty cool.

i dont think 3 weeks is sufficient for the quality jnp is looking for, maybe a month or two at your fastest speeds maybe but 3 weeks seems like it's a bit rushed, take your time with the screencap sprites because it can produce some very nice results like with rashid
I'd rather wait till you get a decent amount finished. And to apply your new method of animation to FANG so he's at a quality level I can be happy to code for.
I'm not sure if you've actually finished spriting a character completely that's why I threw in that stipulation. I don't want to start coding something that won't ever be finished

While the sprites and animations still need work, not gonna lie, they actually are starting to finally look better. While on that topic, CVS Rashid has an infinite. ST.LP > ST.LK > ST.MK > ST.HK
ST.HK leaves the opponent in enough hitstun that you can link in to ST.LP, which can cancel in to ST.LK, which naturally can combo in to ascending strengths, with it ending with HK. It even leaves enough hitstun that the player can walk forward for a frame or 2, solidifying it as an infinite as you can constantly move back in to the optimal position to start the combo all over again. Maybe adjust the pausetime or add a couple frames of recovery
PS: I suggest you start putting more thought in to what you make, as most if not all your characters are either shallow or stupidly broken. Not asking Capcom levels of polish or anything just something a bit more thought out, Have a good day
