I know Human already made his own Seth, and it kicks ass, but ...

can anybody send me the Chuchoryu version with the Laboratory Stage included?

You can get the Stage with the latest version of Seth (with sf3 sagat) this February. It will be a new Seth (chuchoryu tell me). Keep your eye on mugen release board in february.
And I already have the stage. I have no idea about uploading anythings.

Yes, when chuchoryu release any chars, the author of mugenmultivers update that chars in his web site(http://mugenmultiverse.webstarts.com/)...

In February, when chuchoryu release his New Seth, we can download the new char from mugenmultivers.com. Because the author will must update the link of Seth at that time.
