There's 2 Goukens out there; one by Slayer and KHARDGAR, and one by Alexlexus. Alexelxus's is the better one, as its AI isn't as insane and it doesn't have super armor code. Slayer's is offline, Alexlexus's is online.

For Sheng Long, the only released one is Cipher44's, which is SF2 style. Offline. The MvC (Hulk1098 IIRC) and SFIII (memorycard101) ones out there are wips

For Streets of Rage, I know of the following:

Axel: Splode, Dcat Power, and Actarus
Blaze: Cap_Rock (MvC or CvS style sprites...one of those) and Actarus
Shiva: Ken and Actarus

Cap_Rock's Blaze and Ken's Shiva are offline. The rest is all online

I think there's a mini-version from a Master System game floating around as well, but I suppose that's better if you're collecting Chibi characters.
