Some very quick feedback...
Try to get some system in your hyper commands, p.e. Wreck-It Ralph...readme said:D, DF, F, a+b = Wreck-It Combo (Cost 1000 Power)
D, DF, F, c+x = Raining Bricks Hard (Cost 1000 Power)
D, DF, F, y+z = Wreck-It Combo 2 (Cost 3000 Power)
Why not use
D, DF, F, a+b = Wreck-It Combo
D, DF, F, x+y = Raining Bricks Hard
since they are both level 1 hypers and
D, DF, F, c+z = Wreck-It Combo 2
for the level 3?
Would make more sense IMO...

Really enjoy the "Final Showdown" move of Tin Star! Dunno why, but I used the move a couple of times, but now I have a hard time pulling it of!
I know the requirements, still... Easier command maybe?

So, someone actually made a good pokemon character? That's great. And yes, I know there are plenty of good Pokemon characters out there already, but not as many as you'd think. Nice to see that someone actually listened to feedback for a change. Gonna download it and try it out.

-Shadow Ball, Swift, Psybeam and Porygon2 aren't classed as projectiles.

Change "attr = S, SA" to "attr = S, SP" in their respective HitDefs. That's all

I think the problem is that you're not taking the perspective of the billboard into account.
