More feedback for Q, opponent can air recover from his throw, chain combos on the ground are decent in the air half of them miss the MP misses and the HK when close misses.
On the grab special when he punches the opponent in the stomach the op can recover and block.
You should tighten Q up he has the potential to be great.
Also you may remove the shake when he dashes.
EDIT
If is not a hassle maybe you should make his D F lp mp special more impactful, slow it a bit down, and maybe add like in sf3 the white blue-ish Q's that follow what I mean is this check it out on 2:48

I wanted garuda in so more people could see him, a rly awesome char.
Also I suggest testing him out 1st cause he maybe a bit cheap. Just in case.  :)
He cant KO rare akuma he has no chance against him but against me on hard 8 he beats me 70% of the time and I consider myself a skilled player.

Dude, be sure to activate Billy Kane's chain and air combos in the conifg file. :)
Oh and if its not to late I want to change Frank West for Dcat's Leo :) and Electro for DEMAN'S Garuda
