Is it only me with this crappy  CSS shit happening?

Things that annoy me about it.
It does not happen at work (IE9 btw)
Clearing my cache does NOTHING
I have updated firefox.
Installed IE9
Installed Chrome
I get the same effect on all 3 browsers. I can only assume my ISP is caching a fucked version of the page somehow and last time Val did a refresh of some sort it forced an update. Which has since fucked itself over again. Don't really understand this as i'm pretty sure home and work ISP's are actually the same company.
