how to pass a mp4 video to pcx images?

I need some free program if possible (I also pay but better not), that allows me to pass a video in mp4 to pcx images. I have the radvideo but it doesn't let me pass it (I don't know why and it's updated), so I need another one. if anyone knows any thank you would tell me

1) Wrong section to ask this in.
2) Just export the frames of the video in PNG then convert PNG to PCX.

You don't need to export the frames in png if you do not know how to. You can also use mp4 to png converter for that purpose.
Then after that convert png files in pcx. It is much easier this way if you are new to the file conversions, and if you do not know what you are doing :)
