They're saying "give credits" as in "please state the name of the guy who made the stage for Mugen", they're not saying "give money to them".
SNK and Capcom allow us to use their works as long as it is not used for commercial purposes, as fan-art. If you took DarkValentine's stage and, what do I know, made some edits, you could have said "original stage by SNK, converted by DarkValentine1984, edits by me (mazingahjh)". If you just took DarkValentine's stage, that is not a stage release, this is you passing someone's conversion of a stage made by SNK as yours.
We all know SNK made the stage. DarkValentine converted it for Mugen, hence he say he made it, to be quick. He probably gave credits to the original source and if he didn't he probably forgot. You took his conversion and said it's yours. Instead you could've said the original was by him (always to be quick, we know the resources are from SNK).
