Those are Street Fighter Four effects, which he's using filtered versions of those effects for his Gouken as it stands.

IMO I think his default one should be the SF4 default pal, I didn´t liked that skin tone CvS used to do the sprites.

Also noticed something wrong in the template, the second tone of the gi should be the third one.
