he overused the blur tool in photoshop. you should use Illustrator, turn the sprites into a vectorized graphics, fix em' that way, then convert them back into sprites. You may get a similar look for SSF2T HD remix.

i actually like the filtered chars. now if i could find alpha and vs filtered chars........

I think these version suck just as much as anyone, but in fairness to this Amit dude, he's re-doing all of the sprites to make them look better and is only releasing these because they're his crappy obsolete versions. His website has a comparison of these old filtered versions against the newer versions he's doing:
