How is an author considered active, retired or unknown?

I have been reading the SaltyPedia author wikis and I have noticed that there is a classification of active and retired authors, but there are many authors who appear "Active" but as far as I know they are not very present in the community today.

When is an author considered active or retired in mugen?

Basically, "retired" means that the author no longer has any ties to the scene and does not want to get involved any more.

Anything else, would be "active", even if that means the author is no longer creating stuff, but could be active by interacting in the chatrooms, or discussing on a forum.

also wiki are not very accurate at times, but sometimes, it is difficult to tell if the authors retires or not, the best thing is to check their website which I did it most of the times such as gal129&rei, GM, their website are gone and they did not re-upload their creations in their website, most of the authors upload their creations in onedrive and now onedrive is pretty confusing to tell if the authors are active or not because in the past, it would show the login screen if their works are all removed aka felicity but now, even active author using onedrive, it still have the login screen, but i did not login yet so i can't really tell much, basara-kun linked most of his clayfighters creations' AI patch to another author's onedrive link and when I clicked it, it shown the login screen, so I think maybe I need to login, sometimes this is how it is difficult to tell if the authors are active or retire, some authors still put their stuffs online despite them not active for a long time or years, seikirei was one of them, howeveri think i need to login to onedrive to tell if his stuffs are still there or not
