It's probably mostly because the playerbase doesn't overlap that much. Most of the meleetards refuse to leave their comfort zone and people who already moved to brawl in the past now plays Sm4sh and would never go back to melee.

Meanwhile, most of the USFIV players are probably moving to SFV next month.

because they expect most sf4 players to move on to sf5, while people that play melee will die playing melee. this has been explained in this thread
