Because you are only modifying the system and select .defs...not the sprites or the sounds...i`ve seen a lot of times even Sff separation patches for characters...so i don`t really know if auth is needed to make this kind of patch ???

To tell you the truth, I created it because I was thinking:I created a 3494 chars patch for it!
But I haven't released it yet since I don't know if I have to get the author's permition.
Anyway, see how it looks.

It should be noted that the early English localizations of the Street Fighter II games referred to a "Master Sheng Long" as Ryu and Ken's master. The name was derived from one of Ryu's win quote in the arcade version of the original game, which was actually a mistranslation of Ryu's signature move, the Shoryuken.
