To be honest, she doesn't really look like shes in the same style. She's still too cartoonish, here's her compared to the more normal characters
Her body and legs are a bit too stubby and her arms are pretty skinny.

As for now he only has references to his palettes from previous games, plus the EVIL COPY RANGER one (black boots n' gloves).
I tried one out myself, but I took some liberties and influence from Kyoryuger for Billy's outfit rather than having a putty

Was messing around with Balmsold's Frank West in Mugen, decided to doodle something for the occasion
I'd imagine it causes screen splat. I know DCat's Shredder does it. I'm also taking commissions btw, both drawing and pixels.
