Just a small ti-bit here, I will make the palette, but I made it the default for hero's gill for the red side of skin I used God Rugal's red from his suit, and then for the blue I used Chun-Li's blue ... I think that actually compliments Gill fairly nicely ...

Also a better looking portrait would be a good idea. Last time I checked, He wasn't exactly evil persay, just Arrogant to get a Utopia created.
Hell, in storyline, he gave Dudley his car back and Chun-Li EVERY FILE of the Illuminiti Without hesitating or refusing!

1- Only the ones that you wish to update. (Example: M.bison, nor Ogre doesn't glow, so it's not necessary to update them, however if you want them to glow go ahead.)
2- Basically the config will do the job, so yeah.
3- Imgur did it!! :V

What do you mean?
You could edit the hue for all of the colors simultaneously with ease.

^ I want to handle the Fire but I when the FX are more than 5 rows in colors my takes end way too terrible

I prefer Sub-Zero anyways

Well... I suppose you can do both. I've updated all my chars. Which will be released along with Sagat, or maybe before. I'll add the CS'd SFF to her along with those updates. Though, people may want the CS'd SFF before waiting on me to release the updates.

BTW, Sub-Zero template is screwed up, meaning first color in the effects is the eye colour
