so i have been looking around for all the sf3 characters i can find. so far i have found a ton of them, so are ok and others not. what creators have made them the best?

give me your opinion. I'm look for each char in sf3 that stay true to sf3 game play. can i get a list of creators?

GM is by far the most playable sf3 characters:
Alex, Hugo, Ryu, Ken, Gouki, Ibuki

Conversation World Mugen:
SF3 chunli by J.Lee
Dudley by Gargoyle

Other sf3 creator worth mention:
Makoto by NHK
Remy by Homura
Yang by Intense_MC
Yun by The Necromancer
Dudley by Tin

These are the sf3 creators' characters that plays like in original sf3 game

Umihei's is still okay like his remy, I prefer his than homura because of the Light of Justice Super arts for homura will cause some characters to crash the whole Mugen. Umihei's Remy doesn't crash at all.

One Winged Angel's made an Urien which needs some fixes, but still playable

Unlike you seem to believe people can and will quantify quality and accuracy.  Just because you do not care for such things is not an excuse for you to go on as if no one cares.  Stop being shocked that people don't like badly made characters.  We all know you like overpowered flashy characters.  The rest of us don't.  Your not going to change any minds here, nor are you going to be a champion to those poor maligned creators that can't produce a balanced, complete character if their life depended on it.

The only way I figured out how to do that is heavy, heavy interactions with the opponent in terms of coding and whatnot. It's just something that feasibly can't be done.

Give him specials from his oponent, a bit like Rogue by XCB IIRC. But that would defeat the purpose of an accurate character.
