Chars' icons have diff. palette than default palette on character select screen

This is a problem that happens with KarmaCharmeleon's Yun and Madoldcrow's Spongebob. On the character select screen, their icons have completely different palettes that aren't what the default palette is set to. In their def files, their default palettes are the one set to "pal1", and they're the first one on the "pal.defaults" line. The sprites of the icons themselves seem to be correctly applied to the default palette when I open them up in Fighter Factory. Does anyone know why this is happening?
