Title: Opening .dgc files with modern pcs + etc.

I came across an unknown file type which is usually know for storing older mugen stuff call dgc. For what I know so far is that Ina's Arcana Heart 2 chars are those types I found recently, and currently there's no other way to collect regular .zip files of these characters. I know that a DGCA extractor exists, however I'm pretty concerned about using it since im using a Windows 10 PC, so here's a few problems of mine

-Does DigitalGCodecArchiver work above windows 7?
-Does the DGCA.exe file contain viruses? I feel like I don't wanna risk it. (I checked VirusTotal to see and 2 anitvirus programs detected a few of em)
-Is there any known safe/non-free trial related app that also extract dgc files as well?
