they do that for balancing purposes  and since mugen chars can be edited they use a general value implying the end user should edit the character value (unless the author made some tricky stuff to being unable to edit).
For example i saw years ago someone posting a Saint Seiya mugen but with values based on the series so gold saints were stronger while bronze saints were weak it was a good example of how things should be done but sadly no one follows the rules.
In the street fighter games the stronger characters after seeing their HP,ATK and DEF are Gouki and Vega (using the japanese games as normal) followed by Ryu so those are the top 3 and each one has advantages and disadvantages to them,Gouki has high combo but low damage in that point,while Ryu has low combo but makes the same damage as gouki,Vega has high speed,low combo and difficulty to control yet if it lands a good one can be fatal.
Balancing is an issue since you have to make a character to make two other characters get stuck the street fighter example is the best since the 3 are almost the same in theory but each one has an advantage over the other Gouki stops Vega,Vega stops Ryu and Ryu stops Gouki.

I fail to see the "criminality" of this, please clarify if I'm missing something.

Maybe you should learn a bit more,besides is not that hard look i would understand teaching the guy how to make something and charging money for it (20 dollars is way too high even at teaching) that is reasonable but taking advantage because the other guy is stupid or has difficulties is morally wrong and legally wrong.
Besides both aren't even in the same country so less reason.
Just give him a link to one of the hundreds of tutorials about customizing mugen on youtube is not that hard passing a link or say to the guy search it on youtube..

technically it does allow selling the games under certain conditions as explained in elecbyte forums when was active which you don't comply.
First of all and the most important you can only use the redist version of the engine which only contain the exe,plugins and that's it (is version 1.0).
Second all the content has to be made by you and not derived,since most characters are derived from kung fu man they aren't compliant of that rule,most screenpacks are derived from basic elecbyte motif so are a big no,fonts well most people use the default fonts another big no.
As long you made everything from scratch nobody should complain, but from scratch.
Well that was what elecbyte said since people keep making derivative works nobody could be found compliant with those rules,a guy asked the same in elebyte forums and the answer was "we analized your project and we found it doesn't comply with the rules about commercial usage,we aren't trying to make you pay big amounts of money just comply with the rules and make everything from scratch"
(you didn't make anything so you can't sell anything)
Make content and probably nobody will think about that,don't be trash

LMAO from people that keep protecting that site,what is the point of archiving everything if no one can access,they still demand help to archive everything mugen yet no one can access that content so is the same as dead content.
worse of all the site barely works at all (getting error but no other explanation)
an archive is something everyone can access yet you shouldn't try to profit from it and avoid derailing the purpose just because you want to make more money.
i was banned (not that i cared) because i was put as moderator yet i didn't do what dizzy wanted so few arguments and got banned,after that was just making accounts to complain of the site.
for example they started uploading japanese games i argued with them and said this "if you are allowing piracy then i should start uploading other games like gta and similar" they said that wasn't allowed because was against the rules piracy isn't allowed on the site yet i said "uploading doujin games is piracy because those are still being sold on japanese sites as digital downloads" they dared to say it wasn't and trying to claim those are abandonware,most fo the people that made those games haven't been online never,they don't care,is not hurting them in the end my point was valid even to this date but dizzy final argument was "there is nothing wrong nobody forces you to visit the site,besides is their fault for not making anti piracy measures of their games,besides increasing the visits gets more money to the site and we need it and those games get lot of download more then mugen" my final argument was "fuck you dizzy your site will go down sooner or later besides more money what is the point there are 5 premium users that pay a hundred dollars each so you get more then enough money to maintain the site,adding that adds and other practices,and other donators you get more then enough so what is the point of trying to fill your pockets" dizzy got mad after tthat and banned me deleting my posts but not my content.

is ruby compatible with the japan voice patch someone made a ruby with the original japanese voice from the game and other guy made that compatible with your version so i wonder if tehre was a change in the voice or not.

Well most problems start with the toxic mugen community,while in the past hacking the engine was seen as good now they dont want to hack the engine and expect to someone (elecbyte?) pick up the engine and make upgrades but the engine has its limits this has been talked for a while.

Lets remember one thing mugen is an engine it isnt a game is limited to the developer if the developer is useless then mugen will be useless if the developer is almost a god the limit of mugen is the sky ,not refering to the ammount of chars since most people is really stupid and think they can just grab mugen and add 3 thousand chars and the engine will run without problems while this was true with winmugen was because the engine was a port from linmugen 2002 hence why had higher limits (using a 4k stage will eat almost all your ram and think that the samurai screenpack use around 1.8 Gb of ram).

Some of the problems are the lack of good releases,"authors" making shitty chars (chars poorly made) other authors refusing to progress (we have an engine that allows you to create 32 bit color chars) other would be authors expecting sprites releases instead of going the 2.5D (you can make chars sprites with mmd and there are thousands of mmd models) other problem would be people people thinking sharp sprites are fine  since they are supposed to be like that (totally false since most console and arcade hardware had some kind of specific setup and several had either bilinear,trilinear,antialiasing or some sort of feature like that) other problem would be authors not using the full power of the engine (it has shader learn to code those shaders and you will see some awesome stuff) and the last problem is people making those screenppack barelly functional (if you have 2 thousand chars then make several different games with small rosters since has been proven by console games that people barelly use 10 chars of a 26 chars roster)

You can make proffesional games with the engine is just a matter of learning to use it and sell it (well that and mugen communities should avoid sabotaging sold games made from scratch BTW there are 10 games made on mugen which are commercial but in here they will ban you if you menction the titles) the lack of answer from "elecbyte?" mails is weird but if you asked in time (when elecbyte site was active) then you could get a permit to release commercial games (there are several that got the permit)

Biggest problem of all is people that makes screenpack or similar they dont know they are supposed to use this version of mugen https://www111.zippyshare.com/v/xaqEJ53u/file.html to release their content the only author that has used this is tatsu,that is the engine by itself the rest has to be discovered by the user the other pack that came with kung fu man was a tech demo not something to be redistributed and reuploaded.

I think you could find it by going to tatsu's old site with webarchive cause i went there for the kof 2000 portraits ,everything seems to be downloadable execpt the portraits sadly

the website is accessible but the download dont,this is why i asked here if he could upload the other systems since he has more content but none to be found online either be system snd,add system,the mvc system (unavailable online) the portraits he have are good but those are available in the onedrive with the respective chars.

I'm thinking of just sharing my edited common1.def to ya'll people.  I made it to be more like MVC infinite's tag system

nah, They switch cancel but there isn't that pause you're talking about.  I did change the speed of the partner character when he comes in and I had it be super fast but it looked ugly so i changed it back to the default.    but like Beejeta said you can almost edit anything on the common1.def but I have not yet figured out if you can have that pause... If you're into tinkering and editing go ahead and carefully tinker with you common1.def if you do understand someone of mugen coding.  I'm glad people are actually editing the common1.def now

editing the common1.cns isnt new problem is mugen toxic community made dissapear almost all the systems made like mvc common1,or svc common1,fatal fury common1,the shitty mortal kombat common1,the awesome kof96 common1 and then we have the ones custom made for commercial games sadly those games got unavailable and people on forums get banned when they mention the names (weird they didnt have troubles with the scam made team aiduzzi) of the games just because they used mugen and created the content from scratch including plugins (no surprise thee since most of the coding functions are widelly known even the new plugin coding to make plugins that support adx,spc or other formats or adding mp4 movies through lua on 1.1) but envy from the community because they made high quality content was laughable they deleted said content because was better then anything they made at those times and was original custom made content in fact the community keep making claims such as "they shouldnt sell their games made from scratch with original custom made content" or "to avoid people stealing your content you have to use molebox" but those claims are plain stupid and wrong since according to elecbyte you have to send them a mail asking for permit to sell and thats it (even i got permit from them to sell games on steam,gamejolt or similar platforms) the only thing you cant have in your sold game is content made by elecbyte either kung fu man,default screenpack,default fonts or similar stuff since you arent allowed to use those as base since are just a demo of what can be achieved on the engine in fact the redist for sold games was in their site

If this was an addon of a few mb i would grab it since it looks fine to customize but is just a random compilation not worthy  since most people has those chars,this work on a similar way to batch AI vs AI with a combination of score system.
Requiring 1.0 or lower means this doesnt have the advantages of 1.1,the lack of customization made it unappealing (while some are fine with your roster and images to me looks similar to something a 10 year old would make thinking is the best and the coolest without knowing is mostly a sausage fest)

The idea is fine but needs customization for end user think about mugen story mode is quite good have some good tools but you wont see chars posted with it

Ripped on my own all the 2000 sprites of 18 plus the remaining sprites (around 400 more)  for her fx and hitsparks most sprite rips you found have several misiing sprites i didn't found a full rip of her sprites so i made my own.
This is why i said are the same.
Wel i'm aware this guys are using patreon as their piggy bank so they are going to release when people realize this guys wanted money on their pocket.
I don't think it would take so much time to do that,for example i made 350 sprites in a month for a char (NOT RELEASING) and nobody payed money so if this guys are getting money they should release chars more frequently like 2 each month orat least one per month editing a char with the same ammount of sprites is more easy since you aren't making everything from scratch i understand coding is difficult but 2 chars in 2 years is weird i thought this project was dead but when people start making questions and stop the flow of money suddenly a new z2 char appears weird.

Not an edit. He's using that for reference and building on top of it from scratch. Theres already way more in those sprites alone than the entire eb sheet. He'll be fine.
I made a comparisson of what he has released and extreme butouden and are the same the only difference i found was in one sprite that is the only edit i found she had a bigger ass on her vicotry pose but was one.

Well this looks exactly as the version of extreme butouden (my irony level is at 1 million power).
If you are just editing you could separate some colors like the arms from the stockings since those use the same color.
Reason for being so delayed 404 not found since is an edit of something already ripped the hitsparks are already made the movements well she doesn't have much moves.

3.0 kinda work but it have problems so you should stick with 0.19 + sweetfx is what i use.
The way to get it to work is first wait a few minutes until the demo play show up after that it will show everything normally,some shader wont work or will make the engine crash this is the reason i said it kinda works.
Well you have to make that each time you start mugen,is not a proble with the shaders is a problem in mugen due to all the hacks on opengl they made while they work by themselves if you use some other stuff it wont work at all.
This was the closest thing i could do to get sweetfx to look like arcade games look (made the setup side by side with an arcade machine playing kof and other playing street fighter 3) the files you need are the following

Another edit of warusaki ,the only thing to say is i would go and grab the original by warusaki instead of this one because is worse then the original because the original is perfect.
The only edits that would be worth it would be either hentai edits or ecchi edits because gameplay wise warusaki reached perfection on gameplay.
