Yeah.
Will be encoding. I get the same thing on this Mac.

Make sure that you've got the "East Asian" additional language packs installed (it's somewhere in the Languages bit of the Control Panel on XP, not sure about other OSs), that might fix some of them. Afaik they come packaged with Windows but don't unpack until you tell them to.

As for the other symbols, I'm really not sure...

Keyboard.
With a bit of precision, I find it far easier to play with a keyboard than with a controller.
QWEASD for controls, arrows or numpad for movement.
Exact setup depends on the character I'm using. Usually this matches the respective arcade config, but I have a couple of minor variations (ie, for JJBA characters I use ASD as attacks and W as Stand, as opposed to something like QWE+A).

Unfortunately you can't. A bit of a development oversight, to say the least.
Remember that debug mode doesn't have to be on for debug keys to work, which means that there'll be no visual difference.

It strikes me as interesting that although the vast majority of MUGEN characters are conversions/edits, a lot of people stumble upon the engine despite having little prior knowledge of the versus fighting game scene... me included.

In short, you'll want to open the character sprites (probably in FF or something similar for ease of use), double a sprite in size, and then smooth over all of the pixelly lines/surfaces, adding details as you see fit. Repeat for each and every sprite.
Once that's done, open the character's .cns and change the "scale" value from 1.0 to 0.5 (this is assuming you're using WinMUGEN Plus).
There are a few methods some people use to make spriting easier in this regard (ie Photoshop filters and such) but these are generally reviled as the results are often a bit weak.
If you want a low-res character to simply work in high-res MUGEN, afaik you can just double the values mentioned above and skip the spriting entirely, but it'll look pretty bad.
I can't offer any more advice than that, sorry.

wow, that char looks fucking awesome  :D

Imo the anims could do with a bit of work.
Some of them are a bit basic atm, but they're generally decent.
She plays a fair bit like Bison/Vega (naturally) but uses completely different motions (qc instead of charging).

That should work, it's just using regular download stuff instead of buggery FTP or whatever.
