How does Mugen "switch" to walk?

Hi! I'm studying how mugen works, and noticed that in common1.cns, there's no state controller to switch out of standing, for walk, crouch, etc.

I'd like to know where's the bit of code that allows Mugen to do such.

It's hardcoded behavior, and since mugen's source code is not available nobody knows how it works.
