I only tend to take out a character of my roster if it has any of the following problems

-Crashes the game randomly
-Is badly coded and has awful hitboxes
-Doesn't have a throw(This greatly annoys me for some reason)
-Is a JUS type character
-Way to overpowered in terms of gameplay

For characters I think Tessa from Red Earth or Pure The Mage from Adventure Quiz: Capcom World 2 would be decent "witch character" additions and good replacement for Rouge at the moment.

For villain characters you could use Devilotte from Cyberbots, Ton Pooh from Strider and Juri from SFIV who I don't considerate a villain but more of an anti-heroine.

I agree that his spritework was beautiful but the stiffness didn't made him any favors. Giving this a shot for sure!

Have you tried to send him a message in MMV? I wouldn't take the permission thing he puts in the readme seriously as his Phoenix has been edited dozens of times at this point without permission.
