I don't want to put words in anyone's mouths, but Balthazar previously included that sprite as well as a Broly stage select sprite in the Majin Build accidentally. He said that he meant to delete them and it didn't actually mean he was working on them right now.
I don't know about Broly but Cell is pretty much being worked on,behind the scenes.Place any bet on the table you want,Cell is being worked on alongside Tien,i cam smell it.Plus,Barker has shown interest on working on Cell and i think he is the one possible spriting him.And for conclusion,there's a teaser leaning towards him (or any android to be fair) at the end of Piccolo's release trailer.
If Cell isn't some ultra mega menacing broken beyond repair boss tier character. I will hire the Huns

No need xD ,just when he is done with his moveset and coding,ask the Z2 fellas to hand him over to you (before they start balancing him).When freshed out,the Z2 chars tend to be super-mega-fuck this shit-ultra hard,then work it down afterwards.You will have the tougher,harder and controller breaking version.Now i want an autograph from Attila xD

I could write a whole paragraph why,but i'm bored and you'll get bored too I was the one assuming it,because you base your characters with Dragon Ball Z,and Red Ribbon does not do something important during most of it.It's only important during the Android and Cell (a bit) sagas,because of Dr.Gero's old ties to the organization.Taking that,possible Z chars teased could be all the Androids and Cell,and seeing he had a major role during the whole series (a whole saga ),(plus choosing wisely on who to invest your time collectively) i could say it's Cell. That from the teaser,there are things i must have forgotten too.......And i believe you won't break the tradition of including Z chars,im talking about "official" Z chars,not Balmsold's Yamcha But since you are all old school,i see you including a Dragon Ball char,but i pass,i've not seen the original Dragon Ball EDIT:As said,i wrote two paragraphs xD
