Title: 3D MUGEN Character by a Japanese creator

So I'm looking for this one character that was an OC that's a 3D character with said character being a skinny man with a blue shirt and the man's model looked rather detailed but the model itself almost looked like plastic and overall, it looked pretty uncanny valley, the only other thing about the character is that the character was made by a Japanese creator.

Hi! And no, this is not the character I'm talking about, character's a bit more detailed than that.
