I like that you try to add more frames, but that's not the way to go

(moving loose parts a few pixels).
You can do that to make a rough pose for the next frame, but then I would suggest completely redrawing that one,
it makes the whole animation smoother.
I could make a few rough inbetweens for you (just the outlines), if you want? i won't finish/color them though

Also the animation of your new one, he moves about a bit (his feet don't stay aligned).

what your updating is missing on Sagat sense i mess around with alot of frame, When commenting with hit, He needs to turns his Fist about including whith his arm muscles,, Need more movement in the body abit and for Shading sense sf3 clothing seem to have alot of movements to..should add it to sagat shorts when he Connects his attack. U always added a Extra Frame after when u Connect a attack

If you could, i would very much appreciate it. Ive been wanting to draw out frames on paper, but havent gotten much time free. If you would i would definitely owe you one.

At least till im able to put my hamd in it.

I would argue that in sf3 you would draw the most outward frame's arms exaggerated. Also add some more frames in the start, as well as using some motion blur.

Spriting is hard.
