It shows her moments and her battle if you want to vote for her or donate if you want to. I believe mibu Sayaka deserve Her own Spin off Anime and she deserves to be in Mugen. If you want say about this video put on the comment in it.

But that moment video doesn't have to do anything with MUGEN.

You can hire someone to create her (for the right price ofc).
I'm not an anime mugen expert so I can't help you in that department, but as far as I'm concerned, this character doesn't seem to have any pre-existing sprites nor any game-related assets.
You'll need a spriter, a coder and a sound editor to create her and that won't come cheap.

But people here are open for jobs and as long as you have the funds to support them, nothing is impossible.
