during my PHP classes, i was taught that if i don't use certain colors on the pics (structural ones, like the ones that make the buttons on the header of this forum) they might look wrong or even black and white. photoshop even has a feature that allows you to select only web colors.

the deal is, it reduces dramaticaly the number of colors possible, so i'm asking:

1) did i get how it works right?

2) does it still happens, or am i free to use any color value i want?

AFAIK web-safe colors are a thing of the past.

it's mostly an aesthetic restriction.

designers tend to go overboard with their designs until they are great to look at in the sense of art (like a painting), but very difficult and unpleasant to navigate.

technical difficulties might still apply to mobile devices, but definitely not regular pcs.
