Eh i really dont know her to well, i jsut know shes one of the msot overated pokemon cahracter because she looks more human than anything.
Allot of fanboys like her.. i really dont, just like her moveset.

Anyways, technical stuff.

+ Like Petal Dance, I feel like the original needed a move like this.  The super version is hard to connect. 

- Also, Petal Dance doesn't work well with Gardevoir's voice.

- Can't get Future Sight to work

- Supers can be used without energy.

- Combo ability is..... eh..... it would be nice to air combo after psychic.  Also, a super version of psychic that slams the opponent around the stage would be really nice.

Nice start, tidy her up, though...
GOH: bmc would tell birds that they're broken because they shouldn't air recover.

Hi. I like you!

-Final hit on Heavy Upward Petal Dance is like fast hitting move slam where other hits are move smooth so maybe you can adjust that, but its no big.
-Flood debug on Psychic. No helper :'(
-You can spam Psychic over and over even though the animations are rather slow. Mainly you can do this in the middle of the stages and somewhat ish in corners, also depending on Mugen speed setting in Options as well can make it doable. And since I looked that sometimes it changes position where it creates the Psychic which I thought was cool to trick the opponent it doesn't really apply when you can spam it because it just creates it self at the same position.
-Add a Width Sctrl for Petal Fury hyper using a light Edge and Player parameters. You can even trigger it with with trigger = 1. Because its hard to connect do to your CLSNs. Other then that its a really chill ass super move. I was listening to *fliter is still here I bet so I wont say her name* and the move totaly synced with the beat so I was like yeah this hot!
-I looked at your CLNS's and I was like *shrugs*. You may as well just cover the Red CLSN funny with the Blue CLSN. I mean you are covering it 99.9% so you might aswell just cover it fully man. If you're worried about your opponents not hitting because of it you really shoundn't. It will hit man. :)
-Slight typos in the Readme as well but who doesn't typo a a Readme *shrugs*

Overall good stuff. I like her voice and I really find her green effect pleasing to the eye. Its like soothing and really calm. You took care of alot of issues from your little Lucarion especaly the infinites so very good job on that and congratulations on this release.

I suggest you make a Cu Bone Bone or its pretty much  >:( again!

Check your 350 and 355 states then go check your 351 and 352 states. I would code Psychic as a standard projectile coding that bounces p2 of the wall, probably save alot of hassle aswell.
