Can anyone make this a Lv. 3 Hyper Portrait with a (Ryu)Blue hadouken in the middle, if not does anyone have the program that edit pics?

lol the blue hadouken in the middle is alittle to much.
but the portrait yea, i can do them.
or you can learn by reading pots high res tutorial in the tutorial section of the forum.
