This is the 2nd MBTL stage Resentone ripped
here is the reuslt



3D module and texture ripped by Resentone
True wide screen format, character won't be too big.
for Mugen 1.1b with openGL

Things that missing...
I'm not good at blender, and Can't handle animation so I failed to get the light rain fx, all I can find is heavy rain fx.
so I removed the rain fx, so please just imagine it as rain just stopped :)

That feeling when people make money off of your work while you yourself didn't. I guess some things never change.

Not to expect POTS to reply on this one, Sorry for make you feel bad again (I guess you experienced this many times already), I strongly understand this feeling too.
I felt quite jealous and unfair when others use my work (I understand some of it also based on your work) to earn money but I can't do anything, like convert url to his/her url which lead to Ads. or just make a video have some 10k or 20k view not even mention the author or any other info.
I spend money to host my web site to let other to download my work, but can't get anything in return.
I felt myself like an idiot, others spend 1 day using other's char to make a video can have a lots of view, I spent 1 year to make a char only got 1k view.
I tried to grow my own channel but almost nobody watch compare to others haha...
I told myself many time to stop doing mugen stuff, it's a wast of time,  but somehow I started to pick it up again and again.

until now I found this patreon thing, I found a few people actually willing to give support, may be it's very little, but it really make me feel less stupid.

Ikaruga make authentic KOF characters but his work crash mugen 1.1b
here is my patch for his new updated Rugal.



Fix
All files converted to UTF-8 no garbled characters anymore.
Fixed Air file, no more crush mugen 1.1b
Fixed HUD/power bar, auto adapte 16:9 or 4:3 stage.
Fixed AI activate mothed by using modern AILevel.(can turn on/off on demand)

Rainy Moon is 3 and Moonlit Altar is 14, I'll rename them to their appropriate stage name later since There's duplicate files that I plan to fix.

I guess you did some remap for this texture?
I can't get what you are showning.

mind to share the modified blender file with correct texture mapping?

my best guess is you need 1.1 and OpenGL enabled
since the BG is Probably 24bit full color png, without 1.1. + opengl it will not shown

if your PC having trouble with OpenGL, re-install / install the full graphic cards driver.
especially Intel or AMD CPU built in GPU driver. since the built-in GPU can work without manually install but the windows 10 defualt driver doesn't have openGL part, you need to mannually install
