Let me give my 2 cents here.

You're talking about values in an official game (CvS2), it would make sense if the creator aimed for accuracy with a CvS2 styled character, but PotS style is not the same as CvS2. They use the same system, the same sprites, but they are not the same thing string by string. Would be the same as comparing moves that a PotS character have, but the CvS counterpart don't have.

I understand your point, but I don't think this is something obligatory. It's up to the creator if he wants accuracy or not.

I also have a perfect example of something I did about life values that is similar to reducing it on the constants:

This is taken from my Akuma. Var(40) is his Shin mode. Basically translating, Shin mode gets a lot more damage than normal mode, and even normal mode gets more damage than normal characters, but ONLY if he is being controlled by a human player. While controlled by the AI, his life will not be changed, making him more of a challenge (he is a boss character, anyway).

The information you mentioned is for walking, running, jumping, etc. Yes, they are in the CNS and usually it's the first thing you'll see when you open it, you don't need to type it, it's already there, you just need to change the values.

Go into the fight.def and change the scale for the sprites, most of the times you just have to double the values. Also change the range of the lifebars. And yes, you have to do it for all sprites, is a tedious process...

Example
p1.bg0.scale = 1,1

change to

p1.bg0.scale = 2,2

If there is no scale for a sprite, you can add that line and use 2,2 as the value.

Since it's an old character, is probably using the old "impossible commands" AI method.
In this case I'd just change my select.def to pick the character + stage I want as the first fight in arcade mode. It's easier than edditing the AI.

If the character uses 1.0 or 1.1 sff, the palettes are stored inside the sff, you don't use act files. If you want to use act files you need to save the sprites as beta, but this may corrupt some sprites if they are not indexed, you can test it though.

To tweak palettes with 1.0 / 1.1 sff, just go to the sff and renumber the palettes you want. For example, change palette 1,64 to 1,1. "Palette Keymap" in 1.0 / 1.1 doesn't work IIRC.

Also make sure you have this in state 5900:

[state 5900, Palette]
type = RemapPal
trigger1 = 1
source = 1, 1
dest = 1, PalNo

clean example using a variable that is either 1, 2 or 3

ifelse(var(10) = 1, 1000, ifelse(var (10) = 2, 2000, 3000))

yes, the last one is omitted, is assumed that if var(10) is not 1 or 2, it will be 3 no matter what, you can also use a triggerall to ensure it, like this:

triggerall = (var(10) = [1,3])

yes, in system.def:

p1.cursor.startcell = 0,0
p2.cursor.startcell = 0,4

the numbers are [row,column], starting from 0 (so third row would be 2).

Here is what I use:

OBS Studio: records good quality videos, good file size, no watermark, easy to use and very versatile.
Audacity: simple audio recorder, I use it all the time for small edits like cutting silence or increasing volume.
HandBrake: it's a video encoder, you can decrease the file size without loosing quality, crop black stripes, and so on.

All of them are free.
