When I was making my R. Mika, since I used SFA3 sprites and in the original game they were resized to .83 width, I did the same. She has a Zangief helper that uses CvS sprites, which don't need to be resized, they are in the correct aspect ratio, but I noticed it was being resized, Zangief was really thin. I fixed it by adding x.scale or something, can't remember now.

So yeah, I think it affects helpers and explods if you don't specify their scales.

Well, hard to tell without a propper look at the website. But as you described it, I think it falls under piracy / copyright, yes.
I mean, many people make mugen content that also takes a lot of time and effort but release them for free, it should be considered as a fan work, a hobby. And this "money is to keep the site up" story doesn't sound authentic to me, so yeah, I agree with you.

The thing is... OP said normal ports, using a different size make it 'custom' and not 'normal' IMO.
I thought they wanted to stick with 25x25. If not, then my bad. :P

Usually, when creating small ports people will not just resize an image and that's it, they will draw on top of it. This is almost obligatory if you're using 1.0 or below because of shared palettes. If you're using non-indexed images then don't worry about it.

Well, since 25 x 25 is very small, 99% of the images will become blurry, so you have to play a little with Photoshop settings. There are a few tutorials here by some small portrait makers:

Honest question, does this THE SHADOW guy just hop into any thread where the community majority express distaste for something MUGEN related and then proceed to desperately white knight the opposing side? It's a common theme I've been noticing.

Actually he takes every opportunity he gets to talk about "his good friend" Cesar, who is not himself by the way.

So, doing the same thing you always do, not listening to what others are saying.

It's ironic that you're trying to "teach code" when in the past we gave you feedback on characters you made so you could make them better and you did exactly what you're doing now, you didn't listen. You ignored every advice we gave you.

Really wish you could listen and get better and actually use what you learn to help other people. I guess some things never change.

I think it would be redundant to explain, it's very straight forward but... like in the example: 0 0 3 12 13 14

0 = row
0 = column
3 = the number of characters, in this case 3 characters
12, 13 and 14 = their IDs

I must warn you though, this feature has some weird bugs. I remember messing around with it and getting wrong characters sometimes, I even mentioned it in this post. You can still give it a try though.

Is it possible to make intros and winposes unskippable?
