Ok another issue, why is it that only the first portrait matches perfectly? The others start to fall out of place as I scroll through the select screen

Cyanide

Fall out of place how? The select cel is misplaced, or you lose your large portraits?

In M.U.G.E.N there is no magic button

They say a little knowledge is a dangerous thing, but it's not one half so bad as a lot of ignorance.

By fall out of place look at the blue cursor, it doesn't line up right, and tell me more about the cell size, what is it?

your cel.spacing is configured incorrectly, or is it the cursor hop thingy. I don't do much with screenpacks but YOU need to go back to the system.def and read some more of the options you have to play with. rows columns and select.def isn't everything.

ROWS               = 8
COLUMNS            = 10
WRAPPING           = 1
POS                = 9,19
SHOWEMPTYBOXES     = 0
MOVEOVEREMPTYBOXES = 0

CELL.SIZE=30,28.6
;CELL.SIZE=18,25
;CELL.SIZE=32,30
CELL.SPACING=0
;CELL.BG.SPR= 150,0
;CELL.RANDOM.SPR=180,0
;CELL.RANDOM.SWITCHTIME=15
P1.CURSOR.STARTCELL=0,0

what exactly? :-\

Cyanide

Play with options one at a time and see what happens. Alter as necessary. Trial and error is far better than me telling you here. It'll also be faster.

Hint : try putting the red and blue cursors next to each other. Look at where the blue cursor starts. If they don't overlap, tell yourself it's normal, but it's not what you want, because you seem to have done it in an odd way.
The thing is, I don't understand how you made your small portraits. Is the brown/red line between the portraits actually part of the portrait ? See, you set cell.spacing at 0, and yet, I see space between each portrait - the red line. So what, is that red line part of the portrait ? Or are the portraits actually smaller than the cell.size ? It might be the latter, as the value 28.5 seems a little odd for the cell.size.
Do it the other way around. Make the cell.size the same size as the actual portrait. This will make your select screen tighter, shifting all the portraits closer to each other. Then, add some spacing, so that you see the red lines inbetween again - try making it the same size as it currently is. Finally, you might have to tweak the axis of the cursor a little so that it's around the portrait on all four sides - just as it is right now, except at this point it might have shifted a little. Its size should remain the same. In addition, the first portrait might need to be moved a bit ("pos") as the red corner on the upper left corner might have become hidden by the first portrait.
What you want to do is have the blue and red cursors overlap when you put them side to side - the sides that overlap should be both over the red line at the same time.

Also. Always refer to the original system.def file from the original screenpack. It has all the info you need in there.
Such as
Quotewrapping = 1              ;1 to let cursor wrap around
pos = 3,262            0;Position to draw to
showemptyboxes = 1        ;1 to show empty boxes
moveoveremptyboxes = 0    ;1 to allow cursor to move over empty boxes
cell.size = 27,27         ;x,y size of each cell (in pixels)
cell.spacing = 2          ;Space between each cell
It makes it much easier when you don't know it by heart.
