is there any way to make mugen split screen?

I ask because I want to make a full game that would require a split screen element

Do you mean like the old Dragon Ball Z games for example ?

In this case, that would require coding the stages directly into the characters, as helpers. So yes, possible (only in a full game), but it requires quite good knowledge in mugen coding.

to answer your question, not exactly.

see the idea was to do like a 2 on 2 side scrolling battle game, it could work without it but, I dunno.

Provide a reference game so we can look at and understand what you're talking about. Mugen could do the boutoden style of split screen, but it would be rather more awkward than anything and come under the effort > effect rule.

If you have to do too much work for something really minor that won't really add much, it's not worth it.

think like metal slug, but 2 on 2 platforming battle.
one team on top, one on the bottom. runnin around blowin stuff up.

Thats SO much easier. You only really need to code platforms and enemies in that instance. The BG itself can be part of the stage. Set the sprpriority on the lower half to always less than that of the upper half. Make sure your projectiles have correct hieght boundaries so they die if they travel into the other persons half.

Although you'd have to make sure it was always 2 players. 1 player work arounds would get messy.

They're battling each other or race to finish line?

Battling each other, err, possible i suppose but really rather painful. You'd have to include some way of saying when they were close enough to hit each other. Race to the finish, still easy. For a given value of easy.
