Maybe you can make a rectangular banner that goes above everything in the top lightest blue area.
You can also just revert back to the old theme. The SMF forum gives you the option. There is a 2.0 version of the old core theme.

Maybe, and just maybe, you can select a new theme altogether besides SMF's defaults.

I also liked the way unread threads would be in blue and read ones would be purple (or maybe it was the other way around.

if you REALLY don't know, just right click on your background. if you have vista+, it should have a "personalize" thing, then once you're in there, click on display settings, there should be a slider with a number above it(that's your resolution)

for example mines 1366 x 786 at the moment

Insert Quote is fucked up.
When I reply and decide to add another quote by hitting "Insert Quote" it trys to open the quote in a new window and doesn't automatically add it to my reply.

And to Momo, the banner needs to be fixed. Not everyone is using systems or screen sizes that give them the option to adjust to suit the forum.
The forum needs to adjust to suit (most) everything else.

that happened to you now on three separate occasions, on stuff that's completely untouched default theme, and I have yet to hear it from anybody else.. kinda sounds like it's a your-browser thing

AAhhhhhhh  ok, 1920 x 1080 it is.  Well if the header is bothering people, they can always shrink it until it's fixed or whatever, right?

the other way around, they can only stretch it, the header is bothering people because the logo is always the same size.

Then does the other stuff need to be there?  Can some of it be moved down UNDER the header(next to profile, members, logout, etc)

I dont know if you can but is it possible to manually move the logo around where you want? If so maybe try moving it down and left a bit and maybe add a word wrap on the news so the logo doesnt overlap it, something like this:
