Is the darkest Skin color and the second color for the hair boxes suppose to be the same?

Tried to do a Rare Akuma pallette for Sean ('cause why not). However:

When I found out that some skin tones (the second darkest, to be more specific) are sharing colors with his hair in this template, I gave up. I didn't even bothered to actually change the color of the hadouken into a "Rare Akuma" green, since if I color FX, then I only do that as the last thing, if I already have colored everything else.
Of course, that means that this pallette is nowhere near finished.
Eitherway, I will look forward to your Jugs.
